Tissue paper tends to be a lot cheaper than regular wrapping paper, and it’s available in many colors and patterns (like candy canes and snowmen). Try wrapping up a gift with a couple layers of tissue paper. The two layers help prevent see-through. It’s a lot cheaper than using actual wrapping paper, plus it is good for those who don’t have the time (or the desire) to make their own paper. There is also the old standby of using the comics from the newspaper as gift wrap!

Use reusable gift bags whenever possible – less mess, and you can use them again.
If you’re a crafty sort, give handmade gifts. They will be treasured by your loved ones, and may even become family heirlooms.
If you have a particular in-demand skill (I am good with computers; built the one I’m using from ‘scratch’, so to speak), you can offer your services as a gift. A free oil change, system diagnostic or massage can make a wonderful present.
